GALVESTON, Texas – A 44-year-old Galveston man is accused of impersonating an Immigration and Customs Enforcement (ICE) agency and then allegedly illegally detaining a person.
Joshua Warner was taken into custody on two warrants for impersonating a public servant on Dec. 22, 2025. His bond was set at $500,000.

Galveston Police say they first started investigating Warner after getting a report of a person who was unlawfully detained in the 400 block of 24th Street by an individual who represented himself as a law enforcement officer.
Detectives later identified Warner as the suspect and investigators determined he had identified himself to witnesses as an ICE agent.
Probable cause was established, and warrants were issued for Warner’s arrest.
A search warrant was also executed at Warner’s home in the 6400 block of Central City Boulevard.
“During the search, investigators seized multiple items of evidence, including a fraudulent law enforcement identification card and a badge. Warner’s vehicle was also seized due to its close resemblance to an unmarked police vehicle,” the Galveston Police Department said.
