CONROE, Texas – KPRC 2 has obtained the blood search warrant for a Conroe municipal court judge who was charged with DWI last week.
According to Montgomery Police, Judge William Waggoner, 34, was pulled over around 2:20 a.m. on Dec. 10 in the 20600 block of Eva Street. An officer said Waggoner’s vehicle was going 61 miles per hour in a 35 mph zone and drifting onto the center line.

The affidavit says the officer noticed a strong smell of alcohol, glassy and bloodshot eyes, slurred speech and that Waggoner was unsteady on his feet. An empty Miller Lite can was also found on the front passenger floorboard.
Waggoner admitted he had been driving, but denied drinking, according to court records. Officers asked him to do standardized field sobriety tests, but documents say he refused to complete the walk-and-turn and one-leg stand tests. He also refused all chemical tests, including breath, blood and urine.
During the stop, the warrant says Waggoner told officers to “be aware that he is a judge” and claimed the sobriety tests were an attempt to make him look intoxicated.
Because of the officer’s observations, Waggoner’s refusal to test, and the circumstances of the stop, investigators asked for a DWI blood search warrant. A judge signed off, allowing medical staff to draw Waggoner’s blood for forensic testing.
Waggoner was also charged with unlawful carrying of a weapon. In Texas, it’s illegal to carry a handgun while you’re intoxicated.
Court records show he has hired attorney Nicole Czajkoski. His arraignment is set for Jan. 5.
