Liberty Police Department terminates officer over unauthorized access to father of children in near-drowning case

LIBERTY, Texas – After being suspended in early October, a police officer in Liberty has now been terminated from the force.

Lt. Ramiro Lozano had been suspended after being accused of unauthorized access to Domingo Quintana while he was in custody at the Liberty County Jail.

Quintana is the father of three children who were pulled from a pond after his wife, Jessica Quintana, allegedly tried to drown them in a murder-suicide plot. Domingo Quintana is not charged in connection to the incident, but he was arrested on an unrelated charge of cruelty to non-livestock animals.

It was during that one day Quintana was in jail that Lozano allegedly came up to the jail asking to speak to him. Lozano was given access, but at the time, authorities said it was unclear who allowed him to speak with him.

The Liberty County Sheriff’s Office also confirms Lozano is the one who picked Quintana up once he bonded out of jail.

On Thursday, the City of Liberty confirmed Lozano had been terminated from the police department.

In a statement, the city said, “the poor judgement and questionable decisions displayed by Lieutenant Ramiro Lozano brought embarrassment to the Liberty Police Department and the City of Liberty as a whole.”

The city said no criminal charges are currently being pursued against Lozano by the county or the state, but following the completion of an internal investigation and the exhaustion of the employee’s appeal process, Lozano’s employment has been terminated.

“The City’s decision was made in accordance with established personnel policies and due process procedures. As this matter involves personnel and administrative records protected under law, no further comment will be provided,” the city’s statement read.
