“Is parking downtown free on the weekends mostly by Sandy Reed Memorial Trails and center on Allen Parkway?”

Answer:

If you consider street parking spots, you can find free spaces downtown on Saturdays after 6pm and throughout the day on Sundays.

If you are visiting Buffalo Bayou Park, there is also free parking at the Water Works Visitor Center. As for Allen Parkway, there is metered parking between Sabine and Taft with a 3-hour limit.
