Man arrested after trying to record HPD sergeant using bathroom in Galleria Mall

HOUSTON – A 25-year-old man has been arrested after police say he slipped a cell phone under a bathroom stall at a major department store in the Galleria mall.

Royce Madison is now facing a felony charge of invasive visual recording.

On Feb. 11, Madison is accused of recording a Houston Police Department Sergent while he used the restroom at Nordstrom’s department store located inside the Galleria.

Shoppers say they are shocked and sickened after learning of the discovery.

“Unbelievable. I myself have used these facilities before, so the idea that I could be relieving myself and someone could have a camera right underneath me, is super daunting,” said shopper Aaron McGhee.

According to investigators, this isn’t Madison’s first time recording people without their consent. Investigators learned after confiscating Madison’s phone that he had more than a dozen videos of people using the restroom.

“It’s pretty nerve-racking. I’m glad it was somebody that was law enforcement that caught him so it won’t happen again,” said shopper Loren Breckenridge.

According to court documents, Madison is not allowed to go within 500 feet of the Galleria Mall, and he can not use or access any device capable of going on the internet - including a cell phone camera or visual recording device.
