"Uncle Bob" is Robert Hoobler, a former law enforcement officer from New Orleans, who worked for both the NOPD and Jefferson Parish Sheriff's Office.
According to the New York Daily News, the two crossed paths 24 years ago in New Orleans' Hollygrove neighborhood. Cops responded to a "shots fired" call, and Hoobler found Lil Wayne bleeding, the report said.
Hoobler (Uncle Bob) brought the very young Lil Wayne to the hospital himself.

During the speech, Lil Wayne said he always wanted to help "Uncle Bob," and his hero wouldn't even let him pay for a meal or a tip.
Hoobler was let go from the sheriff's office in 2012, after an incident involving a Taser.
