Police said officers found the Target asset protection employee and the off-duty College Station police officer struggling with the woman, identified as Angelena Salas, 24, just outside the store.
Salas was seen by Target asset protection employees concealing merchandise in a purse she had with her, police said. She walked past all points of purchase without making an attempt to pay for the concealed items and left the store via the main doors, police said.
Police said the Target theft prevention worker attempted to prevent Salas from leaving with the merchandise, but Salas threatened to spray her with pepper spray.
The off-duty police officer happened to be at the store and was alerted to the situation. Police said he and the asset protection agent attempted to detain Salas, but she resisted and started to wrestle with them.
During the incident, Salas bit the officer on the hand, causing bodily injury and the asset protection agent suffered bodily injury to a finger, police said.
The off-duty officer and the asset protection agent were treated at the scene for their minor injuries, and refused transport to a hospital, police said.
Salas was detained at the scene. Police said because Salas injured the two people who attempted to prevent her from stealing the merchandise, she was arrested on two counts of robbery -- a second-degree felony.
A quantity of Alprazolam, a controlled substance, was found during a search of Salas' purse, police said. She was then charged with possession of a controlled substance, penalty group 3-less than 28 grams.
