Prostitution crackdown in Cinco Ranch

CINCO RANCH, Texas – Three people were arrested following an undercover prostitution sting at a massage parlor in Cinco Ranch.

Precinct 3 deputy constables began conducting surveillance at Oasis Foot Reflexology at 24124 Cinco Village Center Boulevard after a resident observed some unusual activity at the business several weeks ago.

"A woman called us and said she saw a van pull up in front of the spa and several young ladies got out," said Deputy Constable Rob Cook  with the Fort Bend County Precinct 3 Constable's Office. "She went on to say that the young women were half dressed and some of them were wearing fishnet stockings.

During the investigation, deputies found that customer traffic would peak during late night hours. "Some of our undercover officers were also offered sexual acts in exchange for extra money in addition to the price of the massage," Cook said.

Chunyun Pang, 61, and Junying Wang, 49, were both arrested for prostitution. Sai-Shin Chow, 66, was arrested for promotion of prostitution.

"Many of these type businesses have the same owners and the women move from location to location. Networking between law enforcement agencies is of the utmost importance and knowing what resources are available to assist with crimes of this sort is pivotal," Cook said. "As a result, Harris County Constable Pct. 1 was contacted due to their aggressive enforcement of these types of illegal operations. We continually are available and strive to serve and protect the citizens of Fort Bend County Pct. 3 especially when businesses like this are located in close proximity to public school children as was the case in this situation."   

According to deputies, officers have received several other calls concerning suspicious activity surrounding spas, nail salons, and massage parlors in the area. Investigators are conducting surveillance on those businesses and looking into the possibility of human trafficking ties.
