Man accused of using jumper cables to shock, torture teen

(KSNW) – Police in Wichita, Kansas are investigating after a teen was tied up and shocked with jumper cables.

The father of the 15-year-old boy says his son was walking near his home Sunday when a man approached him and pointed what felt like a gun to his back.

Police say 58-year-old Robert McDowell took the boy to a nearby home and tied him up with shoelaces. He then took jumper cables and shocked the boy on the ears.

Police say the suspect made comments that he was robbed by the 15-year-old boy's friends. He eventually released the boy, who went home to call 911.
