A friend of the one of the victims said it was horrific.
"The dog bit her legs and her hands. They took the meat off the mass," said Insiya Manjani.
The manager of the complex said the two pit bulls managed to get inside the gated community and mauled the woman.
Bystanders rushed in to help.
"He got his sandal and just hit the dog and my mom came with a broom so they took off," said Manjani, whose parents helped one of the victim.
Residents said the dogs are often spotted roaming the areas and are worried for their well-being.
"I call my mom early in the morning and told her just be careful, and I let my dad know that when she walks over there just to be safe," said Christian Say, a neighbor who lives across the street from where the attack happened.
Both of the victims were transported to the hospital where they are expected to recover.
The dogs are still on the loose.
