Two of the dogs were in the front seat of the SUV, while the others were in a cage in the back of the SUV. They also found one more dog in the hotel room with Bowser.
Police said the temperature outside was 75 degrees, but was 118 degrees inside the SUV where the dogs were kept.
The dogs were taken to the Nassau Bay Animal Pound, and were said to be OK. Police did not say what Bowser was doing with all the animals.
Bowser is being held in the Harris County Jail on a $1,000 bond.
The Pet Medical Center of Clear Lake posted the following information on its Facebook page in reference to the dogs:
"There is a lot more that goes into rescuing pets than just giving them a place to sleep. All 16 of these dogs have to be vaccinated. They all need kennels to sleep in preferably with a bed or blanket, and also need food to eat! If you are interested in donating you may contact us at 281-474-1244. IF interested in fostering please contact Troy at the Nassau Bay Animal Shelter, 281-333-4211."
