Sex Offender Act namesake's attacker arrested

HOUSTON – A man who's attack on a woman led to the tracking of sex offenders was arrested for failure to register as a sex offender.

The Harris County Sheriff's Office said it arrested William David Kelley on Thursday after he failed to register as a sex offender.

Kelley was sent to prison in 1992 for the aggravated kidnapping of Pam Lychner, in whose memory the Pam Lychner Sexual Offender Tracking and Identification Act of 1996 and a state jail in Atascocita are named.

Since his release from prison in 2010, officials said Kelley was required to register as a sex offender every 90 days.

Officials said when Kelley failed to register in May 2011, an investigation was opened. Deputies said when they learned Kelley had moved from his last known address, charges were filed.

Officials said they found and arrested Kelley on the 14000 block of Lee Road.

At the time of his 1990 attack on Lychner, officials said Kelley was already a two-time convicted sex offender out on parole.

Lychner became an advocate for victim's rights and pushed for legislative change on the state and national level. Officials said she was a founding member of Justice for All, which began in Houston in 1993.

Lychner and her two daughters were killed in the 1996 TWA Flight 800 explosion.

Kelley is being held in the Harris County Jail with no bond.
