PASADENA, Texas – A Pasadena woman has been arrested after police say she had an ongoing sexual relationship with a teen boy in her family.
Peggy Phillips, 43, has been charged with sexual assault of a child.

According to Pasadena police, the victim, who is now 22 years old, says he had a sexual relationship with Phillips between 2007 and 2009. He said the sexual encounters began when he was 16 years old after he moved in with Phillips and her husband, whom he was related to.
According to documents, the boy moved from South Carolina to Texas because he was "in a bad living situation," Phillips' husband said. But almost two weeks after moving into the home, the husband said "everything went south."
The teen said Phillips was very flirtatious with him, and the first time she sexually assaulted him was when she climbed into his bed at Texas Children's Hospital, where he was a patient. He said Phillips "cuddled" with him, then began to touch him inappropriately. The victim said a nurse walked into the room and saw the two "spooning" and yelled at Phillips to get out of the bed.
The victim said Phillips "had it in her mind" that the two of them were going to be together and that caused the teen to have problems with the husband.
Phillips divorced her husband, but the teen continued to live with her. The victim said he had sex with Phillips "hundreds of times" after the couple divorced, according to documents.
When the teen went back to South Carolina for a summer visit, his mother noticed he was "very guarded" with his cellphone. The teen's sisters found several text messages and nude photographs of Phillips in his phone, investigators said.
The victim came forward in 2015.
Following an investigation with the victim and his family members, charges were filed against Phillips.
Her bond has been set at $30,000.
