Surveillance video released of robbery that left father of 4 children dead

HOUSTON – A tow truck driver found a man shot to death on a southwest Houston street Tuesday. The gunman is on the loose.

Police were called just before 4:15 a.m. to an apartment complex in the 12300 block of Bob White. The caller told a dispatch operator that gunshots were heard and that a man was lying motionless near the front gate of the Rainy Meadows Apartments.

Family members identified the victim as 43-year-old Floyd Oscar Jr.

Management at the complex released surveillance that showed Oscar standing in the front of the apartment gate wearing a white hat. In the video three men walk up to Oscar and one of the men grabbed Oscar by the neck and they struggle. 

It appeared a second man reached into the victim’s back pockets, then the man who appeared to choke Oscar pulled out a gun and shot Oscar multiple times.

“It’s not another crime statistic. For us, we lost part of our heart," said Oscar's sister, Necole Oscar. "Out of eight kids, my mom had one boy and she’s watching him lying in the street.” 

He leaves behind four children, including a 7-year-old son, his family said. Oscar also leaves seven sisters to mourn his life.

According to family members, Oscar did not live at the Rainy Meadows apartments.

“We can’t figure out what brought him there, why he was there. We don’t know why he was there,” Necole Oscar said.

Police are investigating what Oscar was doing in the area. 

His family is hoping the gunmen will turn themselves in.

“Whoever did it, turn yourself in. Whether you do or not, you've got to face a higher God. God sees. He knows and he’s going to take care of you. You’re going get yours in the end,” Necole Oscar said.

The motive for the shooting is under investigation.
