HOUSTON – Mayor Sylvester Turner presented Tuesday former University of Houston and Houston Rockets player Elvin Hayes with a proclamation to honor him on the retirement of his jersey number on Nov. 18.
The proclamation was presented along with three others at the start of Houston City Council Public Session.
