New leader named for Hurricane Harvey recovery in Houston

HOUSTON – As Houston heads into a new phase of recovery, Houston Mayor Sylvester Turner has announced a new chief recovery officer.

Stephen Costello, an engineer and former Houston council member will take over the position from former Shell Oil President Marvin Odum, who led the recovery efforts for more than a year.

In the next phase of recovery, the mayor's office said about $1.17 billion in disaster relief is expected to arrive in the upcoming weeks.

Under the direction of Odum, a recovery team was formed and will work under the direction of Costello when he assumes the new role.

Odum’s team coordinated the establishment of neighborhood restoration centers that brought one-stop disaster relief programs to flooding victims.

He delivered a recovery progress report to the City Council on Wednesday.
