Woman chokes self with seat belt in Fort Bend County Sheriff's Office SUV, husband says

FORT BEND COUNTY, Texas – A Richmond woman is on life support after her husband said she choked herself with a seat belt in the back of a Fort Bend County Sheriff’s Office patrol SUV.

“I kept on telling them, 'She’s suicidal. Ya’ll need to take her to the hospital,' They didn’t listen,” said Rubin Velasquez.

Velasquez called police when Vida Miller came home drunk and high, acting erratic, he said.

“I was just trying to get her help,” he said. “That’s why I called the police, get me some help.”

When they arrived, Velasquez said Miller attacked him, and deputies separated the two, placing her in the back of the SUV. He said he warned them not to leave her alone.

She was alone “for a long time,” probably a half hour, he said.

“Then they realized she wasn’t breathing,” he said. “They were in the car with her.”

That’s when Velasquez started recording on his cellphone. He screamed for Miller to wake up. So does their 11-year-old son, Rubin Velasquez Jr.

“I tried to take her to the hospital,” an officer can be heard saying in the recording, “my boss told me not to do it.”

Velasquez said his wife had been sober for nearly a month, but was not that night. He said she was also bipolar, and did not take her medication.

“I told them ... she’s going to do something stupid. They didn’t want to listen,” he said.

The Fort Bend County Sheriff’s Office said the Texas Rangers are investigating the incident.
