This is called Frostweed. From Scott Nicholas: Our horse trail was littered with Saran Wrap, so I thought so, when I examined closely I discovered it was sculpted ice. A particular plant, brown and lifeless, draws moisture from the ground and secretes the moisture from the stem, forming long ?ribbon like? streams of ice. I assume the wind bends the ice ribbons around the plant.
