Murder charges filed in shooting death at SE Houston apartment complex

HOUSTON - Two arrests have been made in last month's fatal shooting of a man inside his apartment.

It happened on the afternoon of Sept. 25 at 3800 Canfield in southeast Houston. The victim, 70-year-old Billy Chatman, was pronounced dead at the scene.

Police say Chatman sold prescription drugs and that he met with two unknown male suspects inside his apartment. At some point, he was shot and the suspects left the scene.

In the days following the shooting, police released surveillance video of the getaway vehicle: a charcoal or dark gray SUV, possibly a Nissan Armada, with light window tint and paper license plates.

Rafael Augustin Quintanilla and Arthur Luna are charged with capital murder in the case.

Luna, 44, was arrested Tuesday. Quintanilla, 29, was arrested on Sept. 27.
