JACINTO CITY, Texas - A man has been accused of trying to kiss a young girl.

Pablo Velazquez, 31, has been charged with enticing a child.

Jacinto City police said Velazquez tied a Chihuahua to a tree in his yard on Sept. 29. Three girls who live next door saw the dog and Velazquez asked them if they wanted to play with it, detectives said.

The girls went into the man's house, officials said. The two older girls eventually left, leaving the 7-year-old behind, police said.

All three girls were being watched by an older sister, who went to Velazquez's home to get the 7-year-old. Velazquez's door was locked, so the sister looked through the window of the home. She said she saw Velazquez holding the 7-year-old and trying to kiss her, police said.

The sister called police and Velazquez was arrested.

Neighbor, Diana Cardoso, said, "It was shocking because like we grew up in this neighborhood. We never imagined that would happen. Especially to kids."

He is being held in the Harris County Jail without bond. Immigration and Customs Enforcement officers have a hold on him.
