Edgar Marcial, 27, was arrested on Wednesday in the incident outside the Books A Million store at the mall.
Police were called to the store at 12:44 p.m., where they found three dogs, one of whom was unconscious, in a Jeep Grand Cherokee with the rear windows opened an inch.
The vehicle reached about 103 degrees inside, police said, and the temperature outside was 88 degrees.
A wrecker was called to open the vehicle for police after the owner didn't come outside until 1:30 p.m., according to the report.
Police arrested Marcial and booked him into Volusia County jail.
