Officials said two employees were injecting a crude oil tank with a caustic material to purposely break down the oil. The chemical they were using had some flammable fumes that was ignited after it reached a heating facility with a pilot light.

Both workers were injured in the flash fire. They were transported to Memorial Hermann Hospital and suffered burns to about 12 percent of their body, mainly around their head and arms, according to city officials.
