Cruz, of Houston, has been arrested and charged with aggravated robbery, a felony.

The robbery took place just before 2 p.m. Tuesday, in the 2500 block of Third Street. The victim in the case told investigators the puppies and their registration papers were taken by the assailants.

It was when the pair were leaving that they dropped one of the puppies and ran it over, killing the dog, police said.

Officers booked Cruz at the Fort Bend County Jail. At this time, no bond has been set.

The investigation is ongoing. Police didn't specify if they're still looking for the second person involved.
