1 killed in shooting at Cypress apartment complex

Victim is 31-year-old man, deputies say

CYPRESS, Texas – A 31-year-old man was shot to death at a Cypress apartment complex Tuesday morning.

Deputies made an arrest on Wednesday.

“He's just a great guy," said Tiffany, a friend of the victim's family. "I don't understand why somebody would do this to him. (He was) a real sweet guy. (He was) just all about family. He has four beautiful kids."

According to Thomas Gilliland, a spokesman for the Harris County Sheriff's Office, a caller reported that she had seen men outside with a gun.

When deputies arrived at the scene, they found the body of Percy Bellard.

"As they exited the vehicles and ran toward the apartment, they found the body of a deceased 31-year-old male that had been shot multiple times," Gilliland said.

Investigators said the shooter jumped over a fence and escaped.

"It was very loud, you know? Between 10 to 15 shots in a row," neighbor Jamal Alsaadi said.

It made it more difficult for the victim's loved ones.

"To me that's somebody that was really trying to do harm and make sure he didn't get up," Tammy said. "I've (known) him for years, and I just never (knew) him to be in trouble or anything like that."

After interviewing witnesses, including Tyrus Green, investigators determined Green and Bellard were involved in an ongoing dispute over a broken phone.

Green told investigators Bellard assaulted him, so he shot him multiple times. He also told investigators where the murder weapon was.

Green is charged with murder and is being held in the Harris County Jail on a $50,000 bond.
