Armed woman shot to death by off-duty Galveston officer, police say

GALVESTON, Texas – A woman is dead after an off-duty Galveston police officer shot her on Thursday night, according to officials.

Officer Evan Fraley was with his wife and child near 11th Street and Broadway Avenue J around 6 p.m. when he saw a disturbance, police said.

As Fraley approached the situation, he saw 35-year-old Toni Collins with a gun, authorities said.

Fraley sent his family away and shots were fired, according to reports. Police said it is not clear how many shots were fired or if Collins pointed or fired the gun at Fraley.

"To be honest, I don't know if he got that far. The details are still coming in and do to the infancy of the investigation, a lot of that we won't be able to release at this time to make sure the investigation stays pristine," Galveston Police Lt. Joshua Schirard said when asked if Fraley identified himself as an officer before shooting Collins.

Collins was struck and taken to a hospital, where she was pronounced dead, officials said.
