Texas lawmaker proposes bill to fine men for masturbating

HOUSTON – A Texas lawmaker has proposed a new bill that would fine men for masturbating.

Rep. Jessica Farrar of District 148 in the Houston area filed HB 4260 on Friday. The untitled bill is "relating to the regulation of men's health and safety; creating a civil penalty for unregulated masturbatory emissions."

The bill, which Farrar told NBC News is satirical in nature toward attempts to govern women's health, would require the Department of State Health Services to create procedures and informational materials titled, "A Man's Right To Know." Any physicians must review the booklet with "every male patient seeking a vasectomy, Viagra prescription or colonoscopy," and a period of at least 24 hours must pass before consent.

Farrar, who serves as the Chairwoman of the Texas House Women's Health Caucus, also called for a "Hospital Masturbatory Assistance Registry" to store semen "for the purposes of conception for a current or future wife."

The bill goes on to call for a $100 fine for unregulated masturbation by men, stating, "Emissions outside of a woman's vagina, or created outside of a health or medical facility, will be charge a $100 civil penalty for each emission, and will be considered an act against an unborn child, and failing to preserve the sanctity of life."

Farrar, who grew up in Houston, was first elected to the Texas House in 1994.
