HISD teacher accused of inappropriately touching nonverbal special needs student


HOUSTON – A former Houston Independent School District teacher has been charged with improper relationship with a student after authorities said he touched a nonverbal special-needs student underneath her pants on Feb. 3.

Albert Randall, 54, was a teacher at Wisdom High School when, according to court documents, he was seen by a co-worker touching the 20-year-old special-needs student inappropriately.

The witness told authorities.

When confronted with the allegations, Randall admitted to knowing that what he had done was wrong, according to court documents. He also said he knew the student was nonverbal and would not be able to consent to any type of sexual contact, court documents said.

Randall told investigators he had no explanation for what he had done. He also told investigators that he had touched the girl for "15 minutes, maybe longer."

Randall told police that the girl was wrapping her arms around him at the time he was touching her, and that if she was a normal-functioning person, the feelings would have been mutual, according to court documents.
