Livingston ISD ROTC Chief accused of sexual relationship with student

PD: Sexual contact occurred on different campuses

POLK COUNTY, Texas – The head of Livingston ISD's ROTC program is accused of having an improper relationship with a 14-year-old student.

Herbert Nelson Lloyd, 58, is charged with Indecency with a child by sexual contact, felony 2. He was taken into custody on Wednesday.

Livingston police said the Polk County Sheriff's Office informed them of a tip regarding the alleged relationship.

Investigators interviewed the student, and determined the alleged sexual contact happened while on different campuses of Livingston ISD. A judge then issued a warrant for Lloyd's arrest.

Lloyd is being held at the Polk County jail on a $500,000 bond.
