WALLER COUNTY, Texas – A dog found with tape around his snout in Waller County is on his way to his forever home.
Rusty, at the time known as Brown Dog, was found weighted down and dumped in a creek a few days ago. His mouth was taped shut. Luckily, someone came to his rescue just in time.
