Harris County Judge Ed Emmett and other top officials will take part in a ribbon-cutting ceremony at 1:30 p.m. on the parkway.
The TXDot project, which took three years to complete, will cut drive times for commuters who live in The Woodlands. Travelers can try it free for a week, starting Monday.
