2 men watch bank customers, target them for theft, police say

2 men charged with engaging in organized criminal activity, burglary of vehicle

HOUSTON – Two men were arrested in a case of what they called bank jugging Wednesday.

Police said Carlos Rusi and Chikei Williams watched customers conduct business at a bank with the intent of targeting them for theft.

Police said the men followed a woman from the bank to a nearby parking lot and waited for her to leave her vehicle to burglarize the woman's vehicle and items inside of it.

Houston police officers who were nearby said they witness the burglary. The Houston Police Department's Northeast TAC unit took the suspects into custody and recovered the stole property.

Officers said a large sum of money was found in the vehicle which was stolen in a previous bank jugging from earlier in the day. The suspects were identified in the previous incident as well and the victim was able to recover his stolen money.

Police said Rusi has a long list of previous charges against him, including robbery, criminal trespass and criminal mischief, while Williams has previously been arrested for burglary of a habitation.

Police reminded people to:

  • Be alert and attentive to your surroundings.
  • Look for suspicious vehicles near the ATM or in front of the bank.
  • Never make a bank bag, envelope or carrying case visible.
  • Once you leave the bank, make a mental note of any vehicles that may be following you.
