2 men arrested in connection with fraudulent vehicle inspections

Mir Khalid, 62, Vu Phi Van, 30, charged with 2nd-degree felony

HARRIS COUNTY, Texas – Two men have been arrested for their part in conducting numerous fraudulent vehicle inspections.

The Harris County Constable Precint No. 4 said the investigation involved businesses known as Pacific Complete Auto Repair and AMA Automotive Repair in the 5500 block of Glenmont Drive.

Officials said both locations, which are licensed by the state, were allegedly conducting fraudulent inspections using a procedure called "clean scanning."

The investigation showed 270 fraudulent inspections were conducted between the two businesses over the past six months.

“The suspects were observed conducting unlawful inspections by means of bypassing the emissions and safety portions of the state-mandated vehicle inspection,” Constable Mark Herman said.

Mir Khalid, 62, and Vu Phi Van, 30, were both charged with tampering with a government record, a second-degree felony.

Khalid was granted a $10,000 bail. Van was granted a $5,000 bail.
