Patient shot, killed inside SW Houston office building

HOUSTON – A patient was shot and killed Wednesday inside the Community Health Choice building in southwest Houston, police said.

According to police, a man, who witnesses said appeared to be mentally ill, showed up at the Texas Department of Assistive and Rehabilitative Services office on the fifth floor of the building in the 2600 block of the 610 South Loop near NRG Stadium.

Police said employees told the man to reschedule his appointment and locked the door. The man then returned about 30 minutes later.

In cell phone video from a KPRC 2 viewer, you can see and hear the tense moments leading up to the shooting. The man is heard yelling obscenities and smashing the glass door of the business.

"He got upset, hollering and beating the windows. He kicked it in and he fell through it," witness Ralph Osborne said.

Osborne said the employees started rushing into the back rooms.

In the video, the man goes next door to another business and is confronted by the owner, who police said pulled out a gun. A single gunshot is heard.

"Next thing you know, we hear a shot. A gunshot. We come outside. He was laying on the ground," Osborne said.

The 38-year-old man was pronounced dead.

Osborne said he wishes the outcome would've been different.

"I think if they would've talked to him, rather than what they did, he'd still be alive," Osborne said.

Police said the owner of the business next door to the Texas Department of Assistive and Rehabilitative Services, who pulled the trigger, is being question. The owner, 62, is licensed to carry a gun, according to investigators. He was not injured.

The Office of District Attorney has been consulted and announced Wednesday evening the case has been transferred to the Harris County Grand Jury. No charges have been filed against the shooter.
