Inmate charged in decade-old murder case

HOUSTON – Investigators say a local family is seeing justice exactly 10 years to the day after their loved one was gunned down in west Harris County.

On July 24 2004, Richard Sepulveda was killed. Investigators say Sepulveda, who was 44 at the time, and Allen Eugene had gotten into an argument over a parking spot at a strip center at 6227 Highway 6 South. Deputies say Sepulveda began to drive out of the parking lot when Eugene ran after him. As Sepulveda slowed to enter onto the roadway at Sierra Blanca Dr., investigators say Eugene jumped onto the driver's side door of the vehicle and shot Sepulveda once in the upper torso.

Sepulveda continued traveling south on Sierra Blanca Dr. and crashed through a fence and into a parked vehicle. He died at the scene. Eugene fled.

At the time of the original homicide investigation, Eugene denied any involvement and the case went unsolved.

Years later, investigators say he confessed to killing Sepulveda and confessed to another unsolved shooting on Aug. 19, 2004, near where Sepulveda was killed.

"I'm just happy that we finally have someone to put to my dad's death," said the victim's daughter Guadalupe Sepulveda. "You kind of appreciate who you have in your life, keep them there."

Eugene, 32, is charged with the murder in this case. He is currently behind bars in Huntsville for a conviction in a separate case. He was scheduled for release in April of 2015 but will be transferred to the Harris County Jail.
