City Council passes strip club fee to test rape kits

HOUSTON – Houston City Council has passed a strip club fee ordinance to help alleviate the city's backlog of untested rape kits.

Council passed the measure 14 to 1 on Wednesday.

The ordinance will require operators of adult entertainment establishments to charge a $5 fee to each customer.

The money will be used to process untested rape kits. The city has a backlog of more than 5,000 untested kits.

Supporters of the ordinance say the new fee will raise $1 million to $3 million per year.

Some strip clubs said the ordinance is unconstitutional and plan on filing a lawsuit against the city.
