One of the men hit on Galveston's Seawall is now in good condition at UTMB in Galveston.
"Before I could even say 'look out" it was too late," said Adrian Flores.
He said he was on the Seawall when he saw Kevin Wilson drive his red truck down the street, over the curb and hit two people early Sunday morning.
"Veered this way, plowed into the one guy, knocked him in the air," Flores said. "He landed on the ground and run the other guy over. Through the railing, barely missed me."
The truck went over the Seawall. Raphael "Ray" Flajole died. Shane Sabalan was seriously hurt and was rushed to UTMB.
"This family is understandably in shock, and very sad," said Father E. J. Stein at the Holy Family Parish in Galveston.
Stein said Flajole was visiting from Michigan to celebrate his brother, an assistant pastor at the Holy Family Parish in Galveston.
"Saturday night, Father John Paul celebrated his 50th ordination, anniversary as a priest and today (was) going to celebrate his 79th birthday," Stein said.
Stein said Flajole was a retired dentist who still practiced from time to time.
Wilson faces an aggravated assault and a manslaughter charge. Pamela Toupard, who identified herself as Wilson's sister, said Monday that she wants to apologize to the victims' families.
She said Wilson's probation for a previous narcotics conviction was to have ended today. She said her brother could have had a seizure while he was driving.
Toupard said she did not believe he was using narcotics at the time of the accident. Galveston police said the toxicology tests could take up to two months to complete.
