Seabrook police said they got a call Thursday that two sisters, ages 2 and 5, had not eaten in a couple of days.

Officers said they went to the children's home at the Casa Bonita Apartments in the 3400 block of NASA Parkway and found that the apartment was unsanitary and unsafe for the children. The home was not clean and there was a small dog's urine and feces in the apartment, investigators said.

The children appeared to have not been bathed recently and there was not sufficient food in the home for them, police said.

Knox, the children's father, was arrested. His criminal history includes convictions on rape and robbery charges.

The children's mother was not at the home and has not been contacted by police, officials said.

Children's Protective Services has opened an investigation and took custody of the sisters.
