Officers found the skimmers at the Shell on League Line Road and Interstate 45 in Conroe.
According to investigators, a technician checking the gas pumps found a "piggy back" device near the electronic components for the card readers on two pumps.
The devices were installed sometime between April 20 and May 1, police said.
