NEW ORLEANS, Louisiana – After a handful of people were caught looting Wednesday, New Orleans Mayor Mitch Landrieu imposed a curfew warning looters would not be tolerated.
"Let me clear. We are going to have zero tolerance for lawlessness during this emergency and to make sure this city is secure," said Mayor Landrieu.

Wednesday night, enforcement by police appeared to be relaxed. Tourists in the area were seen outside after curfew taking a walk.
A few restaurants also remain open. People waited in lines for about an hour, clearly aware of the mayor's order.
"I heard about the curfew, but we really want to eat some jumbo steaks tonight," said J.D. Smith, a customer.
Meanwhile, New Orleans residents endured a day of pounding squalls as Issac moved across the city.
Floods sparked evacuations to the south and forced the closure of Interstate 10 and LaPlace, Louisiana.
The storm knocked out power to more than 700,000 customers and toppled trees across the area.
Kenner Alfred Brandon and his family were awoken by a 100-year-old oak coming through the roof of their home.
"We're glad to be alive," said Brandon.
One death was reported so far in the wake of Issac.
