The man who police say led officers on a slow-speed chase in southwest Houston appeared before a judge.
Phillips Rogers, 54, is charged with evading arrest and possession of a controlled substance. He appeared in court Tuesday morning.
Officials say Monday's chase began after officers ran Rogers’ license plate.
Police say the chase lasted about 30 minutes, and Rogers drove the speed limit the entire time.
Rogers eventually surrendered at a gas station on South Post Oak Road near the Beltway.
Officers say they found PCP inside Rogers’ vehicle.
