When officers arrived, they said several people who were involved in the crash were arguing.

According to a witness, one man, Yuan Li, got belligerent when they asked him for proof of insurance.

Witnesses told investigators the man claimed to be an FBI agent and even flashed a badge. Police began to question Li and say he became more belligerent.

Police determined that Li was not a member of law enforcement and detained him for interfering.

Officers said the man told them his brother is a police officer. Investigators said the badge was a fake.

Li, 30, is charged with impersonating a public servant. His bond was set at $5,000.
