Man frequently exposes, touches himself at Fort Bend County apartment complex, residents say

FORT BEND COUNTY, Texas – Residents of an apartment complex in the Pecan Grove area of Fort Bend County say a man has been exposing and touching himself inappropriately in public spaces.

The most recent report came this week.

The incidents occurred at South Grand at Pecan Grove Apartments on the 2400 block of Old South Drive in Richmond.

One resident told KPRC2 she called police after seeing a man standing outside her apartment back in September.

"He was standing there at one corner of the apartment complex looking up to my upstairs bedroom window," Jessica Sloan said.

Sloan called police. She said not much happened after that, until another neighbor spotted him.

Sloan's report of the man came in September. Seven months later, another report of a man inappropriately touching himself this week.

"It's really heart-wrenching, especially when you have kids who live here," Sloan said.

Other neighbors have complained of the same.

There have been multiple reports of a man inappropriately touching himself at the apartment complex. In each complaint, neighbors described a man who is 5 feet 10 inches to 6 feet tall, with white ear bud headphones in his ear.

"As small of a community as we are, to know that there is somebody there doing this outside of somebody's window and there are so many kids in this community too," said Caitlin Senior, a resident.

Neighbors hope this week's appearance by the man adds pressure on authorities to catch him.

Until now, they said, not much has changed.

"Why hasn't the guy been caught? Everybody has had the same description as I, especially the white ear bud headphones. He's always worn the white earbud headphones," Sloan said.

The Fort Bend County Sheriff's Office is investigating this most recent claim.
