Man arrested on 14 counts of animal abuse

MONTGOMERY COUNTY, Texas – A 46-year-old New Caney was arrested on 14 charges of cruelty to animals and one charge of cruelty to livestock after investigators said they saw six adult dogs, eight puppies and one horse in poor health, according to authorities.

Andres Rodriguez faces the charges after investigators said they had been working a neglect case since November 2016. Society for the Prevention of Cruelty to Animals investigators worked alongside deputies with the Montgomery County Sheriff’s Office Livestock Unit in the case.

SPCA investigators said they had been attempting to get the owner of a horse and several dogs to comply with a feeding program and vet care.

Investigators said the dogs were chained up without food or water.

Deputies also discovered a female dog and her puppies locked in a small shed, severely emaciated and near death, according to investigators at the scene.
Deputies said the horse was found behind the house at 22856 Hughley Lane. It was in a small, fenced area with no grass or food.

A seizure hearing has been set to determine where the animals will go.
