The man was found around 1:30 a.m.

When police arrived, the man was on the 4th level of the construction scaffolding.

Investigators said at one point he threatened to jump.

Officers made their way up to him, but had to call in a Houston Fire Department ladder truck, so they could him get down.

Police said the man had a back pack with him, filled with tools.

Officers said the man had not taken anything, so they are not sure what he was doing.
