"We had a regular patron who's now the suspect is in this incident (who) exposed himself to a younger patron, (a) female patron and touch her buttocks," said Bexar County spokeswoman Laura Jesse.

The young victim told her mom when she got home.

"Her mom called the library and reported it to staff. Staff immediately pulled the video surveillance. They recognized him as a regular patron so they were able to pull all of his contact information," Jesse said.

Sheriff’s arrested Ortega on Wednesday.

Irene Gutierrez, who frequents the library, said she was shocked to hear the news and is working to make sure her family is kept safe.

"I have my granddaughter, who comes over here and she's 13-years-old so it does worry me. I wouldn't want her to come alone anymore," Gutierrez said.

Jesse says they are doing their part to make sure this never happens again. They're also willing to provide the victim with counseling or treatment services if she needs them.
