2 women arrested in prostitution bust at massage parlor in NE Harris County

HARRIS COUNTY, Texas – Two women were arrested in a prostitution bust at a massage parlor in northeast Harris County.

Zhiqun Li, 49 is charged with prostitution. Jianhong Yang, 47 is charged with violation of the Harris County sexually oriented business regulations (participating/engaging in prohibited business) and violation of the Texas Occupations Code (hiring unlicensed massage therapists).

According to Harris County Precinct 4 deputies, they investigated Foot Spa in the 16800 block of Stuebner Airline Road after receiving complaints from residents and business in the area.

Undercover officers entered the business and were allegedly offered massage services and sex acts for a fee. The business was also allegedly offering massage services without a license and the business was deemed to be a massage parlor, which is prohibited in Harris County.

Under the Harris County sexually oriented business ordinance, the business and the defendants failed to obtain a sexually oriented business permit, officials said.

"One of many goals at Precinct 4 is to try to separate legitimate massage businesses from the ones conducting illegal activity and hold those persons accountable." Constable Mark Herman said.
