Judge terminates parents' rights of 'Baby Chloe'

CPS says family is interested in adopting the girl

HOUSTON – The baby who was found abandoned in a plastic bag outside of an apartment complex in northwest Harris County will soon be adopted.

"Baby Chloe"  was found outside the Stonegate Villas Apartments on Grant Road near Jones Road in Cypress on the evening of Feb. 19. She was then taken to Texas Children's Hospital for care.

Chloe was placed in Child Protective Services custody, who then found a foster home for her.

Since then, Chloe's biological parents never came forward.

On Wednesday, a juvenile court judge terminated their parental rights and awarded custody to CPS. That opens the way to permanently place Chloe with a new family.

In court on Wednesday, CPS said a family is interested in adopting Chloe.

"Chloe has been with these foster parents since she was released from hospital in February," said Estella Olguin with CPS. "They're considering adopting her. We have other adoptive parents who are also already licensed to adopt her as well.

Even though their rights were terminated, officials would like  to find Chloe's natural parents. Officials have said they would like to get Chloe's medical history to pass along to her new family.
