Grand jury finds no wrongdoing in Harris County inmate death

HARRIS COUNTY, Texas – The Harris County sheriff announced a grand jury found no wrongdoing in the case of an inmate who died in jail custody last year and released a 20-minute video showing that man's final moments. 

Kenneth Christopher Lucas, 38, was arrested February 2014 for interfering with child custody. 

A few days later, investigators say he tried to make a weapon out of the smoke detector in his cell. 

The video shows a containment team dragging Lucas from the cell, at times piled on top of him. 

Deputies yelled at Lucas to "stop resisting" as he is heard screaming for help and saying "get off me."

The video shows deputies wheeling Lucas to the jail clinic where he is given a sedative.  A nurse notices Lucas is in distress and tries to resuscitate him. 

He was taken to Ben Taub hospital where he was pronounced dead. The medical examiner's office listed Lucas' cause of death as heart attack and manner of death as homicide.

"Team members followed policy and procedure. The investigation looked for evidence of excessive force and none was found," said Sheriff Adrian Garcia.

Lucas' family has filed a civil lawsuit against the Sheriff's Office. 

"Somebody needs to be held accountable be held responsible for their actions?," Lucas' widow, Amber, told KPRC2.

The U.S. Department of Justice is investigating at the request of Garcia.
