Constable says video is a smear campaign

BACLIFF, Texas -

A Galveston County Constable responded to a video alleging she urinated in a public park.

The video was titled "Galveston County Constable Pam Matranga Urinating in Public Park." 

The video is only one minute long. It's shaky and at times hard to see, but viewers can tell there's a person doing something behind the bushes.

The woman is wearing white pants and a tub top. She's adjusts her shirt then wipes her brow and her feet. 

On the tape, her friends are heard joking that she's had too much to drink.

"Cutting her off...drinking," said one man.

KPRC Local 2 showed the video to Matranga, the Precinct 7 Constable, who emailed the following response: "I think it speaks to Texas that they need more restrooms along the highways for travelers. It also addresses that Mr. Gist, who is on the video and another ex-employee who resigned after lying and my opponent started this smear campaign against over a year ago. It is disingenuous of Mr. Gist to claim sexual harassment while at the same time secretly taping a women using the restroom. Vote Matranga."

Matranga is referring to James Gist, a former police officer who worked for her and is now suing for sexual harassment. She suggests that he's behind the video, but Tom Nixon, Gist's attorney, disagrees.

"My client was present during this event.  He's not the one who maintained control of the video. That was maintained by a separate person," said Nixon. 

Matranga is running for reelection for a second term as Constable of Precinct 7.

She said the video is part of a smear campaign against her.

Jeanne Whitley watched the video and said Matranga has done a good job protecting their town. 

"This is Bacliff. We drink alcohol. We try not to urinate in public, but apparently she was trying to be discreet. I'm not shocked or offended. She's a human being," said Whitley.

No charges have been filed.
