The most severe storms were along Interstate 45 from southeast Houston north to Conroe.
"This could certainly cause a lot of feeder road problems as well as a big slow down for traffic," KPRC Local 2 chief meteorologist Frank Billingsley said.
Luke Castillo said he ran into a problem on the North Freeway feeder road near Little York. His minivan got stuck in high water, but another motorist helped him push it to higher ground.
"Thank God for them," Castillo said.
Billingsley said up to 4 inches of rain fell in some areas.
At 4:15 p.m., CenterPoint Energy reported just under 12,000 customers were without power.
The area has seen rain for more than a week, and there's still a chance of more rain in the coming days.
"Fairly active, I think, again tomorrow," Billingsley said. "Tomorrow morning we'll have scattered showers, especially at the coast."
Billingsley said there will be scattered showers throughout the afternoon.
There is a 30 percent chance of rain on Wednesday and a 20 percent chance of rain on Thursday and Friday.
The area is expected to dry out over the weekend. There is not a chance of rain on Sunday.
